Germany is set to implement an international agreement aimed at improving the global response to future pandemics.

On Wednesday, the Cabinet approved draft legislation that would enshrine recent amendments to the World Health Organization’s (WHO) International Health Regulations into national law.

The updated rules, agreed by WHO member states in 2024, are designed to improve the flow of information during outbreaks and ensure sufficient laboratory and healthcare capacity worldwide.

“The global community must be better prepared for global health crises,” Health Minister Nina Warken said. “The coronavirus pandemic has taught us this.”

Key provisions include a requirement for countries to report potential public health emergencies of international concern to the WHO. Member states will also be expected to maintain “core capacities” in areas such as laboratory diagnostics and risk communication.

The Health Ministry stressed that the legislation would not affect Germany’s national sovereignty or its ability to take domestic protective measures.

The draft law will now be submitted to parliament for approval.
