The Lagos State House of Assembly on Monday engaged in extensive deliberations on the report of the Joint Committee on Energy and Economic Planning & Budget concerning the approval of an Irrevocable Payment Standing Order (ISPO) for Messrs LEDCO Limited and LUG Limited.
The ISPO request forms part of ongoing efforts to upgrade streetlighting infrastructure across the State through the deployment of smart, all-in-one solar streetlight fittings.
During plenary, the Clerk of the House, Mr. Olalekan Onafeko, read a communication reminding lawmakers that the Assembly had previously approved an ISPO for LEDCO Limited to execute the first phase of the project, which involved the replacement of 22,000 solar streetlight units.
Presenting the committee’s findings, Chairman of the Joint Committee, Hon. Sa’ad Lukman Olumoh, disclosed that LEDCO Limited was allocated 90.9 percent of the contract, while LUG Limited received 9.1 percent. He noted, however, that LUG Limited would not participate in the second phase, which targets the installation of an additional 20,000 smart solar streetlights.
Hon. Olumoh revealed that only 5,000 out of the 22,000 approved solar streetlights have been installed so far, attributing the delay to the contractor’s limited access to ISPO funds, which began between September and October 2025.
Lawmakers representing rural constituencies raised concerns about the distribution formula, stressing the need for new solar streetlights in underserved communities.
Following deliberations, the House directed its Committee on Energy to collaborate with the Ministry of Energy and the Lagos State Electricity Agency to ensure equitable distribution of the 20,000-unit Smart Solar All-In-One Streetlight Project across all Local Government Areas (LGAs) and Local Council Development Areas (LCDAs).
In line with its oversight mandate, the Assembly further instructed the Ministry of Energy to submit the total cost of the project’s second phase for thorough legislative scrutiny, in line with due process requirements.
Lawmakers also approved a monthly ISPO payment of ₦2,787,984,982.88, amounting to ₦1,366,307,388.60 over 36 months for LEDCO Limited, as part of the financing for the second phase, and endorsed the issuance of the payment order.
Additionally, the House mandated the Lagos State Electricity Board to intensify supervision and monitoring of both newly installed solar streetlights and existing LED fittings, particularly in rural areas, to ensure durability and optimal performance.
