The Lagos State Government has launched the automation of the Lagos State Indigene Certificate as part of its ongoing efforts to strengthen transparency, improve service delivery and align governance processes with global digital standards.
The initiative, driven by the Ministry of Special Duties and Intergovernmental Relations, aims to streamline verification procedures, eliminate unnecessary human interference and establish a more secure, technology-driven certification system.
At an expanded stakeholders’ engagement themed “Lagos State Indigene Certificate Automation: A Step Towards Modernisation,” representatives of key government institutions converged to discuss best practices for deploying the new digital framework.
Delivering the keynote address, Commissioner for Special Duties and Intergovernmental Relations, Mr. Olugbenga Oyerinde—represented by the Director, Safety Arena Clinic, Mrs. Olufunmilayo Sokunbi—described the automation as a critical step toward building a faster, more accountable public service. He noted that the digitised system replaces the outdated paper-based process prone to delays, fraud and inefficiency.
According to him, the move reflects Governor Babajide Sanwo-Olu’s commitment to innovation, transparency and a citizen-centred administration. Mr. Oyerinde listed several benefits of the digital platform, including quicker processing, online tracking, enhanced data security, transparency through digital records, inclusivity for vulnerable groups and improved inter-agency efficiency. He urged traditional institutions, civil servants, private-sector players and citizens to support the project.
Chairman of the Lagos State House of Assembly Committee on Special Duties and Intergovernmental Relations, Hon. (Dr.) Olawale Age-Suleiman, also commended the Ministry for organising the engagement. He emphasised the importance of accurate verification of Lagos indigenes, citing recurring challenges during employment and empowerment programmes where non-indigenes often pose as Lagosians to benefit from opportunities reserved for natives.
He called on traditional rulers, baales and chiefs to ensure proper vetting before issuing letters or certificates of origin, stressing that genuine Lagos indigenes must enjoy their rightful privileges within the state.
The Permanent Secretary of the Ministry, Mr. Sesan Ogundeji—represented by the Director of Administration and HR, Mr. Olawale Aguda—noted that the automation is vital to meeting the rising demand for indigeneship certification across education, employment and other sectors.
He highlighted that institutions such as Lagos State University (LASU), Lagos State University of Science and Technology (LASUSTECH) and Lagos State University of Education (LASUED) now require the certificate for admission.
Mr. Aguda explained that the digital platform will allow eligible applicants to complete the entire certification process online without visiting government offices. He added that the transition will be gradual and guided by stakeholder input, expressing confidence that it will enhance convenience, speed and transparency.
During the event, Qista Technologies Ltd. delivered a presentation and practical demonstration on the development of a new Naturalisation Management System for Lagos State. The firm underscored the need to eliminate manual and paper-based processes that often result in unverifiable claims, delays, community tension and revenue losses due to fake certificates.
Qista showcased key features of the digital solution, including QR-coded certificates, cryptographic authentication, multi-factor login for users and verification officers, AI-powered document screening, integrated payment systems and automated applicant notifications. A real-time dashboard for monitoring applications across local governments and MDAs was also highlighted.
The company assured stakeholders of strict data protection measures, including restricted access to sensitive identity information, role-based permissions and comprehensive audit trails.
An implementation roadmap and impact measurement indicators were presented to guide deployment, with emphasis on curbing false indigeneship claims and preserving the cultural heritage of Lagos State.
