Post-Service Housing Development Limited (PHDL) says it has introduced new measures to improve standardisation, transparency and accountability across its housing estates nationwide.
The changes were announced at a meeting between PHDL’s Managing Director and Chief Executive, Major General Isaiah Allison, and chairmen of Post-Service Housing Estate Residents Associations (POHERA) in Abuja on Monday.
According to the company, the meeting brought together representatives from PHDL estates across the country as part of efforts to harmonise operations, improve service delivery and promote sustainable community management.
Speaking at the parley, Major General Allison said uniform standards in estate administration were central to PHDL’s mandate of providing secure and well-managed housing for beneficiaries.
Among the key decisions announced was the introduction of a joint signatory arrangement for estate accounts, a move PHDL says is aimed at strengthening financial transparency and accountability. The MD also directed that all residents’ associations be formally renamed Post-Service Housing Estate Residents Association (POHERA), with a unified logo and standardised letterhead to improve coordination and corporate identity.
Major General Allison also emphasised the importance of proper bookkeeping and regular general meetings, saying they were necessary for effective feedback and resident participation.
He reminded association executives that the approved two-year tenure for office holders must be strictly observed to ensure leadership renewal and accountability.
PHDL further disclosed that audit and technical inspection teams from its headquarters would conduct quarterly visits to estates to monitor compliance with governance standards and operational guidelines. Estate security, updated rules and an addendum to address emerging challenges were also discussed.
The meeting included training sessions on financial management, covering record-keeping, account administration and procedures for opening bank accounts or changing signatories. Estate chairmen also presented reports on achievements and challenges within their communities.
During the discussions, the MD warned that houses built under the Armed Forces Housing Ownership Option for All Soldiers (AHOOAS) scheme were not for sale, stressing that they were designed strictly as welfare retirement homes for soldiers.
He said any attempt to sell such properties would not be approved.
In his closing remarks, Major General Allison reaffirmed PHDL’s commitment to working with residents’ associations to maintain estates that are secure, orderly and transparent, and that support long-term home ownership.
