Russian President Vladimir Putin has signed legislation barring transgender people from adopting or becoming foster parents, in another major restriction on LGBTQ+ rights in the country.
The law, approved unanimously by both chambers of Russia’s parliament in July 2023, prohibits people who have undergone gender transition from adopting or fostering children.
It also bans medical procedures aimed at changing a person’s sex and prevents transgender people from legally changing their gender on official documents.
Russian lawmakers defended the legislation as a measure to protect children and preserve what the government describes as traditional family values.
The development forms part of a wider crackdown on LGBTQ+ rights under Putin’s administration, which has introduced several laws restricting gender identity and same-sex relationships.
The legislation has attracted criticism from LGBTQ+ rights advocates, who argue that it discriminates against transgender people and denies them equal opportunities to build families.
